Franklin Coley

With a diverse skill set including electioneering, communications, grassroots/tops organizing and issue advocacy, as well as sales and marketing, Franklin Coley has developed a unique style and approach to strategic planning and campaign execution. His experience includes local, state, federal, and issue advocacy efforts, and as well as sales and marketing in the corporate world. Franklin’s clients include corporations, political committees, and political candidates.  His focus on long term, result oriented strategic planning driven by ROI analytics and coupled with proprietary data mining and data manipulation techniques has positioned Franklin as a market leader in the Southeastern United States.

Franklin worked in a number of capacities for President George W. Bush.  He served as a Presidential Appointee in the press office of Labor Secretary Elaine Chao, and organized the President’s reelection effort in North Carolina and Florida.  In North Carolina, Franklin was responsible for building the campaign infrastructure for the Piedmont region which led the state in voter contacts per capita. Franklin was redeployed to serve as a 72 hr Director in South Florida, running the largest county poll watcher operation in the country, and increasing the Election Day margin of victory by 4% (67,395 votes) in Broward County.

After the 2004 cycle, Franklin served as Executive Director of Broward County Republican Party. Franklin directed fundraising, communications, and political efforts on behalf of the party, consulting on eight victorious local races. In 2006 on a leave of absence from the United States Senate, Franklin returned to South Florida as a consultant to the Victory 2006 effort.

In 2005, Franklin joined United States Senator Mel Martinez’s staff and served as Regional Director to Southeast Florida. In this role, Franklin represented the Senator and his initiatives in Southeast Florida, as well as formulated and prioritized local policy initiatives. On a statewide basis, Franklin coordinated a number of efforts including but not limited to immigration reform, alternative energy development, and offshore drilling.

Franklin left the Senator’s office to join the Rudy Giuliani Presidential campaign as the Coalitions Director for the State of Florida.  In this role, Franklin managed nine field staff and built a statewide organization of over 3,000 coalition leaders.

After the campaign ended, Franklin joined Berman Property Maintenance and Construction as Vice President of Sales and Marketing. Berman realized its highest level of growth in company history during Franklin’s tenure, including expansion into the South Florida market. Best practice marketing methodologies learned in the private sector provided a fresh perspective into issue advocacy and electioneering methodologies.

Franklin serves as Vice President for the Central Florida Rotary Alliance.  He serves on the board of Champions of Choice, and he is an active member and serves on the banquet committees for Ducks Unlimited and the Coastal Conservation Association.
